を無効(値0)にすることにより、IEを同じ滑らかなスクロールとすることが出来ます。
また、タッチスクロールでアプリウインドウがずれる現象も解消できます。

ただし、メニューが出ないなど不具合が発生します。
タッチ可能な開発環境に移行すれば、本現象に対応予定です。
