[不具合]アドレスバー「新しいタブを開く(ユーザ指定)」が動作しない

数バージョン前より、アドレスバーの「新しいタブを開く(ユーザ指定)」で
プルダウンメニューの無いものが動作しなくなっています。
プルダウンのある方は問題なく動作しています。
Windows8.1環境でも試しましたが、同じ現象でした。
どのバージョンからか明確に覚えていなくて申し訳ありません。
